[Chugalug] Setting up a user for scp/sftp access ONLY

Has anyone set up a user for scp/sftp access only via SSH?  I want this
user to be able to read/write files in a specific directory, but not to do
anything else.

This link says I should be able to do it by setting the shell to /bin/false
, which did not work for me:

It looks like scponly will do what I want, but the installation process
looks difficult:

Has anyone done this, using scponly or some other method?
