[Chugalug] projection mapping

proj.4 is the standard. It's used in pretty much everything. QGIS, uDIG,
PostGIS, even ArcGIS. There are bindings for just about every programming
language.

GDAL/OGR has nice command line tools to manipulate GIS data files,
including reprojection.
