[Chugalug] TextMarks Implementation

Do any of you know of any simple pre-built (Open Source) content management
systems that interface with TextMarks to allow folks to manage content &
text messages through a web browser?

If not, are any of you familiar with TextMarks and/or can you recommend a
programmer who would be able to build a very simple web-based CMS that
interfaces with the TextMarks API?

I have a nonprofit client who needs a "phone tree" model, where someone can
text a phone number and get 4 responses back (top menu). The visitor would
text again based on 1 of those responses to get to the next menu level, and
get more responses. Finally, the person would send a 3rd text to get the
final answer that they are looking for.

If a CMS doesn't already exist, then we'll probably need to build one. My
client can pay, but they're a nonprofit and they can't afford a lot.
