If you're on the old network, that's usually where I see it top out.
You could be maxing out your *spit* NAT device and/or firewall. And
in reality, any testing beyond their speed test is testing the
connection beyond your simple port speed.
And unless you are paying for a "Professional" circuit, which is more
like $350/mo than $59.99/mo, it's a best effort circuit anyway.
