Answering my own question for the archives:

It is performed almost exactly the same on Quagga as it is on Cisco
IOS.  The other part of my problem is that I couldn't really use
Quagga proper (easily) because I wanted to run it on my pfsense VM.
And there are some issues with current/stable versions of Quagga and
the underlying BSD OS of pfsense 2.0.  Fortunately, there is a plug-in
for pfsense already.  You can't use the vty interface (at least not if
you want persistence across a reboot), and the GUI doesn't generate
route-maps, but it does generate dist-lists in a similar fashion.
