Do you have mod rewrite enabled? You can check and see if you have a file
located at /etc/apache2/mods-enabled/rewrite.conf (or something like that).

Do you need RewriteBase?
http://httpd.apache.org/docs/current/mod/mod_rewrite.html#rewritebase Some
servers seem to require it.

R=301 is return HTTP Status code 301
