My experience supporting Pawn Shops in the past (I do not currently
have any pawn shops as clients) suggests that "fresh Windows install"
and "wipe PC" don't translate.  My personal opinion is that, you (the
proverbial you who sold a PC to a pawn shop) should take
responsibility for and be accountable for your own data and privacy.
If you seriously expect a pawn shop to proactively protect you..... I
wish you luck.
